Job Description Job Title: Purchase Manager – Suzhou Site Department: Purchasing Department (Suzhou, China) Reports To: General Manager Location: Suzhou, China Subordinate: 3x ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
1. Sourcing strategy implementation
• Reach sourcing saving targets by minimizing materials costs while maximizing quality of products and services
• Early involvement of Sourcing in the NPI process to improve time to delivery. Support growth of new products. Raw materials localization.
• Contract negotiation and implementation and make sure material and services ordered as per negotiated and appropriately approved.
• Review supply upon delivery to ensure quality, quantity, pricing and procedure adhere to required standard
• Manage daily purchasing functions such as planning, developing and buying materials in a timely and cost effective manner while maintaining quality standard and specification
• Review purchasing operating procedures and implement improvements to increase efficiency.
• Negotiate sourcing agreements or contracts with suppliers for cost reduction or contracts renew
2. Partnership with suppliers
• Enhance strategic and long term partnerships with key suppliers, creating efficient communication channels and implementing operational improvements.
• Management and control of all suppliers to ensure materials are bought at the most competitive price and delivered on time.
• Qualifies and evaluates new suppliers
• Collaborate with suppliers to identify future trends in the market and spur innovation.
3. Report and internal collaboration
• Monitor and report quarterly and annually progress of strategy sourcing saving project
• As part of the Sourcing function, will collaborate with the rest of the global team to achieve sourcing targets and to implement locally global initiatives.
• Internal coordination with other Division to share best practices and apply joint expertise
• Work closely with the production, engineering, planning and logistics team. • With full accountability to lead and coach its team QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required. · Strong math and analytical skills, good experience on purchase cost control. · Strong negotiation skills · Strong supply chain system development and maintenance experience. · Ability to influence individuals and teams that do not directly report to the Purchase Manager. · Understands the sequencing of work and the strategy of creating effective schedules. · Is extremely detailed oriented, recognizes and provides for all important facts and issues. · Has the ability to prioritize large volumes of complex work to meet established deadlines. · Excellent communication skills and experience interacting with inside and outside. · Ability to function in multicultural environments. · Self motivated, highly energetic and works well under pressure.
EDUCATION and/or EXPERIENCE:
· Bachelor Degree in electrical, mechanical engineering, or other related field. · More than 8 years experience in purchase function in equipment manufactory. · Demonstrated supervisory/managerial responsibilities. · Effective communication and negotiation skills. · Experience working at a multinational company. LANGUAGE SKILLS: · Strong command of the English language verbal and written. CERTIFICATES, LICENSES, REGISTRATIONS: · Base knowledge of SAP preferred. · Background in ISO required.
